Sir Tim endorses syndicated Web ratings
Tim Berners-Lee agrees with me 
that the Internet really, really needs a Web rating system. It really is an idea whose time has come. Probably it will take the backing of somebody like Sir Tim, to get it going.
I saw that and thought of your idea
I don’t know if something like PICS would ever gain legs again. (The main proponent of PICS finally said on the HTML5 mailing list a few months ago that it’s pretty much dead.) Third-party distributed databases would be a lot more workable as they wouldn’t require web authors to do anything. I think what the idea needs now is some running code.
