I don't know if something like PICS would ever gain legs again. (The main proponent of PICS finally said on the HTML5 mailing list a few months ago that it's pretty much dead.) Third-party distributed databases would be a lot more workable as they wouldn't require web authors to do anything. I think what the idea needs now is some running code.</description>
